Tim é Professor Assistente em regime de tempo parcial na Florence School of Regulation. É também Senior Director na FTI Consulting, em Londres, onde trabalha em projetos relacionados com o desenho e a regulação dos mercados de eletricidade a nível global. Está afiliado ao MIT Energy Initiative (MITEI) e ao MIT Center for Energy and Environmental Policy Research (CEEPR). Anteriormente, foi Senior Lecturer na MIT Sloan School of Management, onde lecionou a unidade curricular “Engineering, Economics and Regulation of the Electric Power Sector”, Research Scientist no MITEI e Research Fellow na Florence School of Regulation. Formou-se em Engenharia pela Ghent University, Bélgica, e concluiu o programa EMIN, um mestrado internacional em Economia. É doutorado em Economia da Energia pela University Paris-Sud XI.
